San Jose (CA) – Ebay will increase its anti-fraud protection limits for both buyers and sellers this fall.  At the company’s annual conference, Ebay executives said buyers who use PayPal will be eligible for a full refund, with no cap, if they don’t receive the item.  Previously, this was capped at $2000.
