Spending money on a free concert isn't always stupid. The fact that tickets were made available means that there will be limited admission, and some people who were not able to find a free ticket are willing to pay for one.

I've read that 60,000 tickets were issued. So if you didn't get a ticket then you either pay up to get in or you miss the show. I guess some people just love Bon Jovi.

The real question here is - who is at fault?
Buyers? No. Not everybody likes or cares about Bon Jovi. Taking advantage of his generosity may be immoral but it is legal.
Sellers? No. It's their money to spend.
Management? I'll say yes, since if they take issue with the sale of free tickets then they should have seen it coming and done something to prevent it.
