How is it possible to filter video? Over all cell phone communication?
I don't think any computer/software has reliable face recognition yet (one just one still image while filtering out the noise).
Filtering text from encoded radio waves is hard, filtering audio (to text) is 1000000x harder, filtering images is 1000000x harder than audio, filtering video is 1000000x harder than images, filtering highly compressed video in any codec is 1000000x harder than video. Don't think the math is 100% correct, but you get the idea.
If this is remotely possible, I must be missing a lot. Sounds like paranoia to me.

i believe they're like the old communist party, spying everyone and shaving those that don't want to buy their products (funny analogy). i believe it's just for espionage

its just so they can spy on whoever they what whenever they want however they want. no actual filtering will take place.
